Impossible to say
There are a lot of factors that go into the admissions process. First, you haven’t mentioned your SAT/ACT test scores, which are a factor. In addition, the admissions department creates their own GPA based on their assessment of your grades in the core academic courses. Some weight is given to electives, but they assign a “core” GPA that gets a lot more weight in the initial process. This is why they require a high school transcript with your application.
My recommendation would be to contact the UGA admissions department directly and ask them these questions. They’ll be able to do a much better job of answering your question in a helpful way.
The bottom line is that if you want to get into Georgia, then I’d say go for it. The admissions process certainly is very competitive, but it’s certainly worth your time and effort to try, if you really want to go to school there.
Good luck!
Honestly, just apply
You haven’t mentioned your SAT/ACT scores, but assuming that you’re a pretty bright kid with good extracurriculars, you should simply apply. Don’t just apply to places where you think you’d be accepted. If you want to go to Harvard, apply to Harvard. The worst they can do is say no.
That being said, apply early. UGA has an early application period that will absolutely not hurt your chances of being accepted. If your guidance counselor tells you otherwise, they are misinformed. If you apply early to UGA, you will have to fill out the full application, but they only look at your SAT/ACT, your GPA, and your course load (how hard are the classes you’re taking). If they think you should be accepted based on those three things, they accept you and let you know by mid-December. If they think they’d like to see your essay, your extracurriculars, your recommendations, and the lot, then they defer you to the spring. This doesn’t mean you’re declined, it just means that they want to see more before they decide and they will wait and let you know about your acceptance at the normal time in April (I think that’s the right date?). You can be declined at early application time, but it is almost impossible. Three different people review your application, and if any one of them thinks you deserve another look, you are deferred to the spring. Basically, you would have to have three people say “This kid isn’t good enough to go here” to be declined. In other words, with your grades, it won’t happen.
Last, there really is an advantage to applying early. UGA admissions might say that there isn’t, but there is. Fewer people apply early, which means less competition when your GPA, SAT/ACT, and course load are being compared to other students. From a personal standpoint, I knew people in high school who were far more qualified to be admitted to UGA, but waited until the last minute to apply and were denied admission, as opposed to someone who was much less qualified, but applied early when there was less competition, was deferred, and then was admitted. The longer you wait, the more it is simply going to hurt you.
I know I said it before, but I’ll say it again. Just apply.
You have a good chance I think
From a current student:
the gpa and SAT scores keep getting higher and higher every year but from my experience (also went to a private school but in state) I would say based on your grades you have a legit shot. I’m sure your SAT scores are somewhere in the ballpark comparable to the types of grades you make (As and Bs). I had about the same grades and my private school didn’t inflate my GPA like some others do to make their students look smarter. I’m not a great standardized test taker but I had a middle of the road SAT and was able to get in.
If you were in state I wouldn’t say with any certainty whether or not you could get in, but as an out of state applicant, I think that improves your chances slightly.
But again, you’ll never know if you don’t apply. Good luck.

Loran Smith: "Well Larry, I'm down here with Charles Grant...and he just loves boiled peanuts!"
Larry Munson: "Good stuff, Loran"
I was accepted, chose to go somewhere else. A friend that did go had similar grades to you, was an eagle scout, and a band member (from a public school in-state).
If you get an acceptable SAT score, then I would say you have a very good, if not great, chance.
